CONTEXTE

British Columbia’s Foreign Qualifications Recognition (FQR) Review (the “Review”) consisted of an investigation over the Spring and Summer of 2012 into FQR barriers experienced by immigrants for nine high-demand occupations: mechanical engineers, civil engineers, engineering and applied science technologists and technicians, and five key trades – carpenters, construction electricians, heavy duty equipment technicians, industrial mechanics (millwrights), and metal fabricators. The occupations were selected based on the latest available quantitative and qualitative evidence demonstrating the future needs of employers in British Columbia.

The Review employed a leading-edge methodology for its investigation by working in direct collaboration with regulatory bodies – rather than undertaking a formalized audit. This innovative approach allowed for the analysis of actual FQR application, assessment, and recognition outcomes with regulatory bodies and as a result, uncovered invaluable and previously unavailable insight into FQR processes. For example, the Review investigated and empirically validated both real and perceived barriers to FQR, a critically important requirement to this body of work given the significant influence media attention has had on shaping public opinion on FQR processes and outcomes.

The key result of the Review is 24 recommendations to support internationally trained workers in fully utilizing their skills in the Canadian workplace as well as improving the time, ease and efficacy of recognizing international skills, qualifications and experience.

Provincially led by Saskatoon Health Region in collaboration with the Saskatchewan Ministry of Health and funded by Health Canada

As the Provincial center providing support for Internationally Educated Health Professionals (IEHPs) of the Saskatchewan Regional Health Authorities, our primary goal over the next 5 years is to build a solid foundation to support internationally educated health professionals currently employed within a health region in Saskatchewan on their paths to professional licensure and ensure they are supported within their workplaces.

This goal can be achieved by:

Providing information about pathways to licensure, employment and integration into the workforce, career planning, development and employment support through one to one sessions, group workshops, peer networks or mentorship

Reducing the gap between international qualifications recognized in Canada through referrals for assessments, education, language enhancement and testing

Providing funding for reimbursement of approved language testing, qualifications assessments, registration fees, tuition and exam fees

Saskatoon Regional Health Authority is the provincial lead of the Pathways: IEHP Support, Bridging and Integration Project and provides support to IEHP employees of the Saskatchewan Regional Health Authorities. The primary goal of the Pathways Project is to build a solid foundation to ensure internationally educated health professionals are successful in attaining their professional licensure and that they are supported within their workplaces. This goal can be achieved by providing information about licensure, career planning, referrals to language training programs and testing and employment support to assist the integration of IEHPs through mentorship, networking and other initiatives.

The Atlantic Connection has seven years of experience, an Integration Framework, a web portal and many resources focused on the same objectives. Saskatoon Regional Health Authority recognized this expertise, approached the Atlantic Connection to discuss possible opportunities for cooperation. The Atlantic Connection Steering Committee generously agreed to grant permission for Pathways: IEHP Support, Bridging and Integration to use the shell of the IEHP Atlantic Connection webpage to redesign a webpage for the Saskatchewan Pathways project. Additionally the Saskatchewan webpage links to the Self Assessment Readiness Tools for IEHPs that have been developed over the past five years through an IEHP Atlantic Connection project and to other Atlantic Connection web resources. The Saskatchewan Provincial Advisory Committee has agreed to share any new resources developed through the Pathways: IEHP Support, Bridging and Integration Project with the IEHP Atlantic Connection.
